Leadership Team and Role Assignments
Alarm Captains
1. Jon Barrick
o Primary Alarm Captain
o Responsible for overall campus-wide communication
o Coordinate with emergency services
o Maintain central evacuation tracking
2. Tayvon Harrod
o Secondary Alarm Captain
o Backup communication and coordination
o Assist Jon in emergency management
o Handle communication with facility lead
Floor Chiefs THEARC EAST (All Floor Chiefs should be assigned a walkie)
1. Lynnita Jones - 1st Floor Chief
o Responsible for ground floor evacuation
o Coordinate with Main Office and DC Central Kitchen to exit to 19th street corner
o Conduct ground floor head count
o Ensure ground floor is completely cleared
2. NeQuatta Ryder - 2nd Floor Chief
o Responsible for second floor evacuation
o Coordinate with Washington School for Girls to exit to Covenant House parking lot (Rear-closer to Southern Avenue)
o Conduct second floor head count as they Exit
o Manage stairwell movement for upper floors
3. Jamia Newsome -
Additional Floor Chief
o Floating support role
o Assist with special needs evacuations
o Implement buddy system for individuals requiring additional help
o Support communication between floor chiefs

4. Joseph Green - 1st Floor Chief
o Responsible for ground floor evacuation
o Coordinate with Phillips and Building Bridges Offices to exit to 19th Street Corner
o Conduct ground floor head count
o Ensure ground floor is completely cleared
5. Lamont Scott - 2nd Floor Chief
o Responsible for second floor evacuation
o Coordinate with Bishop Walker to exit to the playground area
o Conduct second floor head count as they exit
o Manage stairwell movement for upper floor exits
6. Jason Bullock - Third Floor Chief
o Responsible for Third floor evacuation
o Coordinate with Apple Tree to exit to the playground area
o Conduct second floor head count as they exit
o Manage stairwell movement for upper floor exits
Emergency Response Support
· Officer Bowlding
o Security oversight
o Assist with maintaining order during evacuation
o Help direct individuals to safe areas
o Provide additional support to floor chiefs
Detailed Evacuation Procedures
Specific Evacuation Routes:
Instructions given and Stairwell Movement Protocol
1. Maintain single-file movement
2. Keep to the outside (right) when entering stairwells
3. Gradually merge to inside (left) by next floor
4. Stay along inside (left) stair railing
5. Allow entry for people from other floors
Special Needs Evacuation
· Implement "Buddy System"
· Individuals with disabilities or requiring assistance:
1. Inform colleagues of specific assistance needed
2. Report to a safe area at stairwells
3. Wait for designated buddy and EEP Floor Chief instructions
Communication Protocol
· Primary Communication:
1. THEARC personnel informs Partner of potential emergency
2. ED/DOO makes PA announcement
3. Floor chiefs use handheld radios
4. Designated runner if no radio response
· Emergency Identification:
o Evacuation team members wear YELLOW vests
o Easy identification during emergency
Key Safety Guidelines
1. ALWAYS evacuate when alarm sounds
2. Do NOT stop evacuating once it starts
3. Take personal items if readily available
4. Lock/log off computers
5. Secure sensitive documents
6. DO NOT use cellular phones during evacuation
7. Report suspicious items to floor chiefs
8. DO NOT use elevators
9. Use stairwells as EXIT ONLY
Alternate Emergency Locations
· Primary Assembly Area: Playground
· Secondary Assembly Area: 18th Street and Trenton (in case of uncontained campus fire or bomb threat)
Post-Evacuation Procedures
1. Await instructions from Alarm Captains
2. Remain in designated assembly areas
3. Conduct thorough head count
4. Wait for "all clear" signal to return to building
