Parking Guidelines and Policy for Campus Partners at THEARC Welcome to THEARC. As a shared community space, we ask all Campus Partners to adhere to the following parking guidelines to ensure safety, accessibility, and fairness for all who use the facility. General Parking Information Parking on THEARC’s lot is first come, first served. During large events on Campus, parking may be limited. Additional parking is available along Mississippi Avenue and on the street. Do not move cones or blocked reserved spaces. These are managed by Building Bridges Across the River and may be designated for specific uses or events. Ownership and Access The parking lot is owned by Building Bridges Across the River and is not exclusively designated for any Campus Partner other than Covenant House. Drop-off and pick-up drive aisles for the schools are exclusive during designated times and will be actively managed by Building Bridges to ensure smooth traffic flow and safety. Overnight Parking Any vehicle parked overnight must be reported to Building Bridges for approval. If a vehicle remains on the lot for more than two consecutive days without notification, it is subject to towing at the owner’s expense. Prohibited Activities No car maintenance (e.g., oil changes, repairs, tire replacements) is allowed on the parking lot under any circumstances. Event Closures The parking lot may be closed for paid or community events, with or without prior notice in the case of emergencies. Partners will be notified when possible, but should plan accordingly for potential disruptions. Partner Staff Communication Please inform your staff and visitors of these policies. Encourage them to use alternative parking options during high-traffic times and to respect all posted signage and traffic cones.
BARRING NOTICE POLICY Building Bridges Across the River Campus and THEARC PARTNERS Suite I. PURPOSE AND SCOPE This policy establishes procedures for issuing barring notices to individuals who pose a threat to safety, security, or operations of the Building Bridges Across the River campus facilities and/or the THEARC PARTNERS leased suite space. This policy applies to all staff, volunteers, visitors, and any individuals present on the premises. II. DEFINITIONS **Campus-Wide Barring**: Prohibition from entering any part of the Building Bridges Across the River campus property, including all buildings, grounds, parking areas, and outdoor spaces owned or operated by the organization. **THEARC PARTNERS Suite Barring**: Specific prohibition from entering only the THEARC PARTNERS leased suite space while maintaining access to other campus areas, subject to normal campus policies. Metropolitan Police Department (MPD)**: Local law enforcement agency responsible for enforcement of barring notices and trespassing violations. III. GROUNDS FOR BARRING Barring notices may be issued for, but are not limited to: - Threats of violence or actual violent behavior - Harassment, intimidation, or stalking of staff, volunteers, or visitors - Theft, vandalism, or destruction of property - Disruptive behavior that interferes with operations - Violation of campus safety or security policies - Illegal drug use or possession on premises - Repeated violations of facility rules despite warnings - Any behavior deemed threatening to the safety and welfare of individuals on campus IV. TYPES OF BARRING NOTICES A. Campus-Wide Barring Notice - **Scope**: Individual is prohibited from entering any part of the campus property - **Duration**: Specified period (typically 1 year to permanent) - **Authority**:President/CEO and Senior Vice President of Campus Operations or designated administrator - **Enforcement**: All campus security, staff, and MPD B. THEARC PARTNERS Suite Specific Barring Notice - **Scope**: Individual is prohibited only from the THEARC PARTNERS leased suite space - **Duration**: Specified period as determined by THEARC PARTNERS management in consultation with Building Bridges Across the River campus administration - **Authority**: THEARC PARTNERS Suite Manager in coordination with Senior Vice President of Campus Operations - **Campus Access**: Individual may access other campus areas subject to normal campus policies and procedures such as Theater, Cafe, etc. V. BARRING NOTICE PROCESS Step 1: Initial Assessment and Documentation 1. Incident must be documented in writing by witnessing staff member(s) or CEO/Director initiating the BARR notice 2. Immediate supervisor and Senior Vice President of Campus Operations must be notified 3. For THEARC PARTNERS suite incidents, THEARC PARTNERS Suite Manager must also be notified 4. Assessment of threat level and appropriate barring scope determined Step 2: Metropolitan Police Department (MPD) Involvement 1. Immediate Threats: MPD contacted immediately (911) 2. Non-Emergency Situations: MPD non-emergency line contacted as appropriate 3. Police Report: Incident report filed with MPD 4. MPD Notification: Police informed of intent to issue barring notice 5. Coordination: MPD provided copy of barring notice for their records Step 3: Barring Notice Preparation The barring notice must include: - Full name and identifying information of barred individual - Specific areas from which individual is barred - Effective date and duration of barring - Consequences of violation (trespassing charges) - Appeal process information - Contact information for questions - MPD case number (if applicable) Step 4: Service of Barring Notice **Personal Service** (Preferred Method): - Notice served by Senior Vice President of Campus Operations, designated administrator, or MPD officer - Two witnesses present during service - Individual required to acknowledge receipt (signature or witnessed refusal) - Date, time, and circumstances of service documented **Mail Service** (When personal service not possible): - Notice sent via certified mail, return receipt requested - Copy sent via regular first-class mail - Mailing address verified through available records - Service considered complete upon mailing VI. ENFORCEMENT PROCEDURES Campus-Wide Barring Enforcement: 1. All campus staff trained to recognize barred individuals 2. Security cameras and access control systems updated with individual's information 3. MPD contacted immediately if barred individual appears on campus 4. No staff member should confront barred individual alone THEARC PARTNERS Suite Specific Barring Enforcement: 1. THEARC PARTNERS suite staff and relevant campus security notified 2. Individual may be present in other campus areas but must avoid THEARC PARTNERS suite 3. Clear signage and boundaries established for THEARC PARTNERS suite area 4. If individual violates THEARC PARTNERS suite barring, MPD contacted and campus-wide barring may be considered VII. APPEAL PROCESS 1. **Timeline**: Appeals must be submitted in writing 2. **Review Authority**: Senior Vice President of Campus Operations (or designee not involved in original decision) 3. **Review Process**: Written response provided 4. **Hearing Option**: Individual may request in-person hearing for bans exceeding 90 days 5. **Final Decision**: President, Senior Vice President of Campus Operations' decision is final for organizational purposes VIII. RECORD KEEPING 1. All barring notices maintained in secure, confidential file 2. Copies provided to: Campus security, THEARC PARTNERS suite management (if applicable), and MPD 3. Records retained for minimum of 3 years after barring expiration 4. Privacy of records maintained in accordance with applicable laws ### IX. SPECIAL CONSIDERATIONS THEARC PARTNERS Suite Coordination: - THEARC PARTNERS Suite CEO/ Director consulted on all campus decisions affecting their leased space - Joint decision-making for situations involving THEARC PARTNERS suite - Separate notification procedures may apply per lease agreement with Building Bridges Across the River Legal Considerations: - All barring notices reviewed by legal counsel when appropriate - Constitutional rights respected throughout process - Documentation maintained for potential legal proceedings X. NOTIFICATION REQUIREMENTS Internal Notifications: - Senior Vice President of Campus Operations - Security personnel - THEARC PARTNERS Suite CEO/Director(when applicable) - Legal counsel (for extended or permanent bans) External Notifications: - Metropolitan Police Department - Barred individual (via service process outlined above) - Relevant community partners (as appropriate)
